The Parka People

The Parka People are a diminutive race of people who wear parkas that completely obscure their features. They appear in versions of the Arctic storyline and the third series episode Party. By looking deep into the parka, one can see one's deepest desire. The Parka People typically guard the object of the Arctic quest (Egg of Mantumbi, Ruby of Kukundu, etc.).
